August 2023 Board Meeting Minutes

Monday, August 27, 2023 at 6:00 p.m., the Blue Mound Memorial Library Board of Trustees met in the Annex of the Library. The Blue Mound Memorial Library President, Nancy Gorden, called to order the Board of Trustees meeting for August, 2023.

The Board recited the Pledge of Allegiance.

Budget Hearing

The Budget meeting opened with the distribution of the previously discussed budget in Ordinance No. 23-2 setting forth the budget and making appropriations of sums of money for all the necessary expenditures of the Blue Mound Memorial Public Library District, Macon County, Illinois for Plus Purposes for the Fiscal Year beginning July 1, 2023 and ending June 30, 2024. Amy Brown made a motion to accept the Ordinance 23-2 for the budget for Fiscal Year beginning July 1, 2023 and ending June 30, 2024. Sharon Reynolds seconded the motion. Roll Call Vote indicated the following Board Members voting “Aye”: Anne Byard, Amy Brown, Julie Chapman, Dani Noland, Sharon Reynolds, Nancy Gorden, and Diana Kupish. With no descenting votes, the motion carried.

Anne Byard made a motion to close the Budget Hearing. Dani Noland seconded the motion. The motion carried with all ‘Aye’ votes.

Secretary’s Report: President, Nancy Gorden verified that each Board member had time to review the Minutes from July 24, 2023. Julie Chapman made a motion to accept the Minutes as presented. Amy Brown seconded the motion. The motion carried with all “Aye” votes.

Treasurer’s Report: The July 24, 2023 Anne Byard asked why the August Salaries were double those of July. Alice wasn’t present so Julie Jones called her to inquire. The same situation happened in 2022. The last payroll of fiscal year 2023, June included 3 pay periods, including July 1st, 2023. The first payroll of the fiscal year July 15th, 2023 had just one pay period (1st and 15th). After the explanation, Anne Byard made a motion to accept the Treasurers Report. Amy Brown seconded the motion. The motion carried with all “Aye’ votes.

Librarian’s Report:

· IPLAR (Illinois Public Library Annual Report) is finished

· Roof finished on 8/2/23

· Leak near water heater discovered on 8/9/23, which Trimbles fixed immediately by caulking a small hole (having nothing to do with the roof project.

· Herald & Review cancelled – to end on 10/12/23

· Purity Springs Water picked up their equipment

· Girl Scout parent meeting held at Library August 9th

· Julie Jones attended the small public library meeting on August 24th

· Dirt in the flower box needs to be changed. (will revisit in spring – March)

· Julie Jones will be gone from Oct 16th – 18th and will therefore be missing one Story Time. However, she has arranged to have it covered by Dani Noland.

Library Activities:

· Kids Book Club met on Thursday, July 27th at 6:30 to discuss the book Bridge to Terabithia by Katherine Paterson with 9 children attending.

· “Bee” a Pollinator Pal program August 9th with 32 children in attendance. (This was not part of the Summer Reading Program.)

· Adult Book Club – No meeting in August

Upcoming Programs:

· Book Club will meet September 21st to discuss No Time Like the Future by Michael J. Fox hosted by Paula Farmer.

· Book Signing and meet the author night – August 31st from 6:30 – 8:00 p.m. with Marcy (McDonald) Bialesthki. She has a new book series Deception and Consequences that came out in August.

· Paw Print Ministries will be coming to the library on Saturday, September 16th from 10:00 – 11:00. Dogs welcome. This program is scheduled instead of one Lego Club event.

· Ladies Night will be Sept 7th with Kathy Brownlee instructing the group in how to make a Fall Wood Door Hanger at a cost of $25 each.

· Story Time will resume on Wednesday, September 27th and run for 8 weeks.

Old Business:

· Paid Leave for All Workers Act effective January 1, 2024. (P.A. 102-1143) will require employers, including municipalities, to provide one hour of paid leave per 40 hours worked and allow them to carry over up to 40 hours paid leave annually. In order to integrate this new law into Blue Mound Memorial Library Policies, board members have been asked to bring ideas or suggestions to the next meeting. The library has several months to work on wording for library policies.

· Safe Deposit Box (aka – Lock Box): Amy Brown and Anne Byard are listed at the bank as owners of the Safe Deposit Box account. The Library pays no fee for the account. The information pertaining to the lock box is in a folder filed in the file cabinet under ‘S’ for Safe Deposit Box. The keys are in 2 small red envelopes in the drawer. Dani Noland was admitted access to the lock box as a guest of Anne Byard. The lock box contains original deeds and ordinances. An inventory of the contents of the lock box was made and copies of all documents are in the file folder kept at the library.

New Business:

· Sam’s Club membership is due for renewal. The library currently has the Plus membership at $110 per year which grants the library 2% discount for purchases over $1000 or $20 per year.

The regular membership is $50 but does not offer any special discount. After some discussion, Amy Brown made a motion to renew the membership at the regular fee of $50 instead of the Plus membership. Julie Chapman seconded the motion. The motion carried with all ‘Aye’ votes.

Motion to Adjourn: With no further business to discuss, Anne Byard made a motion to adjourn the meeting. Sharon Reynolds seconded the motion. The motion carried with all “Aye” votes. The meeting adjourned at 7:18 p.m.

The Next Regular Board Meeting will be Monday, September 25, 2023 at 6:00 p.m. Diana Kupish, Secretary
