October 2022 Board Meeting Minutes

Monday, October 24, 2022 at 6:00 p.m., the Blue Mound Memorial Library Board of Trustees met in the annex of the Library.  The Blue Mound Memorial Library President, Anne Byard, called to order the Board of Trustees meeting for October, 2022.

 

The Board recited the Pledge of Allegiance.

Secretary’s Report: President, Anne Byard verified that each Board member received and reviewed the September 26, 2022 Minutes that had been emailed.  Julie Chapman made a motion to accept the Minutes as presented.  Amy Brown seconded the motion.  The motion carried with all “Aye” votes.

 

Treasurer’s Report: Nancy asked for clarification for the $193.20 expense for Pana News Group.  Alice explained that it was for the legal notices the Library is required to publish.  Nancy Gorden made a motion to accept the Treasurers Report.  Julie Chapman seconded the motion.  The motion carried with all ‘Aye’ votes. 

Librarian’s Report: 

  • The Library received a $1000 donation from Mr. and Mrs. Tom Burns from Mt. Zion
  • Julie Jones will be attending a Performance Showcase in Forsyth on Nov. 10th from 9-12 and a Free Form Meeting from 1-3 on the same day. Then, back at the Library, the Next of Kiln program will be happening
  • The Library is a drop off site for Coats for Kids.
  • Julie Jones will be going to South Carolina from Nov 17th through Nov 21st to visit her daughter.
  • Julie has culled through the yearbook cabinet and removed a number of duplicates set aside to be available to interested parties. Noting that they would be a unique and special gift for someone who attended Blue Mound High School. 
  • Treats will be given to anyone coming into the Library with a costume.        

 

Library Activities:

  • Adult Yoga for Beginners began meeting on Mondays from 10-11 since October 10th in the annex. It will continue for 6 weeks.
  • Medicare Questions and Answers lead by Tom Gallion was held on Thursday October 6th at 6:30 in the annex with 3 adults attending.
  • Kids Pumpkin Craft was held on Saturday, October 15th with 13 children attending.
  • Story Time began on Wednesday, Sept. 28th with around 22 children attending each week. (Helpers included Carolyn Wetzel, Sandy Anderson, Janice Bridgeman, and Nancy Gorden.

 

Upcoming Programs:

  • Adult Yoga for Beginners will continue on Monday mornings from 10-11 in the Library Annex.
  • Story Time will continue meeting each Wednesday at 10:45. (Trick or Treating this Wednesday, Oct 26th).
  • Book Club will meet November 17th to discuss Daisy Jones & the Six by Taylor Jenkins Reid, hosted by Neysa Downs and Amber Height.
  • Ladies Night (Next of Kiln) will be Thursday Nov 10th at 6:00 p.m. ($12).
  • Lego Club will meet Saturday, Nov. 19th from 10-11.
  • Santa will be coming Saturday, Dec 3rd…cookies needed.

 

Old Business: 

  • Bid for electric work in the Annex: Received a bid from D & D (Doug Dean) for $1316 to install a new outlet on a new line.  Prevailing wages and price confirmation for 6 months are included in the bid.  Questions arose asking if each available plug can be used without blowing the circuit.  Clarification is needed to be sure that each outlet has two new dedicated useable circuits.  Alice is related to Doug Dean so she will ask for clarification.  Amy Brown made a motion to accept the bid and let him proceed with the project, conditionally, IF each of the 2 new dedicated lines will allow users to use both outlets at each location.  Nancy Gorden seconded the motion.  The motion carried with all ‘Aye’ votes, conditionally, if each available plug can be used without blowing the circuit.  
  • Trimble Construction provided a quote to fix the ceiling above the refrigerator with labor at $220 and $50 for materials & paint. Julie Chapman made a motion to accept the Trimble Construction bid to repair the ceiling above the refrigerator at $270.  Amy Brown seconded the motion.  The motion carried with all ‘Aye’ votes. 
  • Per Capita Grant Review:
    • Governance & Administration Ch 2 & Personnel Ch 3 reviewed by Anne Byard – no differences since 2021
    • Resource Sharing Ch 8 & Public Services Ch. 9 reviewed by Julie Chapmanno differences since 2021
    • Programming Ch 10 &Young Adult Services Ch 11 reviewed by Nancy Gordenno differences since 2021
    • Technology Ch 12 reviewed by Diana Kupishno differences since 2021
    • Marketing Ch 13 reviewed by Amy Brown - no differences since 2021

 

New Business:  

  • Columbus Day: This year the schools, banks, and other Libraries were closed for Columbus Day.  Only a few people came in.  Julie worked so others with children could be home with family.  Alice mentioned that the teachers were at the schools.  She will let the Library know when the 2023 schedule is available if the school will be open or closed on Columbus Day in 2023 and the topic can be revisited at that time. 
  • The Library received a notice from the Village of Blue Mound of the upcoming Joint Review Board Meeting on Friday November 4th at 10:00 a.m. on the formation of the Tax Increment Financing or TIF district being considered for Blue Mound by the Village Board of Trustees. A Public Hearing on Monday, December 5th at 5:30 p.m. in order to allow the Board and other interested parties the opportunity to ask questions concerning the impact of the TIF district on the Library and the citizens of Blue Mound.

Motion to Adjourn:  With no further business to discuss, Nancy Gorden made a motion to adjourn the meeting.  Julie Chapman seconded the motion.  The motion carried with all “Aye” votes.  The meeting adjourned at 6:59 p.m.

 

The Next Regular Board Meeting will be Monday, November 28, 2022 at 6:00 p.m.
